CLM Opening Statement to the Joint Oireachtas Committee on Transport to discuss the General Scheme of the Dublin Airport (Passenger Capacity) Bill 2026

On April 15th, 2026, CLM’s CEO, Aoife Kelly-Desmond, and Senior Solicitor, Justine Schönfeld-Quinn, appeared before the Joint Oireachtas Committee on Transport to discuss the General Scheme of the Dublin Airport (Passenger Capacity) Bill 2026.

They raised concerns about the proposal to exempt any function or exercise undertaken under the Bill from section 15 of the Climate Act. Section 15 is a sense check that requires public bodies to perform their functions in a manner consistent with Ireland’s climate policies.

They also highlighted how the Bill threatens to erode public scrutiny of official decisions by restricting access to justice and the disproportionate impact this will have on underserved communities.
