This submission from Community Law & Mediation concerns the Dublin Airport (Passenger Cap) Bill 2026. Given the extremely short consultation period, we have chosen to focus on the proposed disapplication of section 15 of the Climate and Low Carbon Development Act 2015 (as amended) under Head 12.

This should not be taken to mean that we consider other Heads of the Bill unproblematic and we reserve our right to raise concerns regarding other aspects of the Bill in due course.

Our submission therefore addresses Head 12: ‘Any function or exercise undertaken under this Act shall be exempt from the provisions of section 15 of the Act of 2015.’
