This submission addresses Head 20 of the General Scheme of the Strategic Gas Emergency Reserve Bill 2025. It is CLM’s view that Head 20 represents an unjustified departure from the Climate Action and Low Carbon Development Act 2015 (as amended) (‘the Climate Act’) and from Ireland’s obligations under EU law and the European Convention on Human Rights (ECHR).

CLM is furthermore deeply concerned by the proposal to develop new fossil fuel infrastructure in Ireland.
