Strategic Litigation Against Public Participation
Strategic Litigation Against Public Participation (SLAPPs) is a phenomenon which has received legislative and judicial attention since the 1980s, when the term was first coined, but the last number of years has seen an increased focus on the potential impact of SLAPPs on journalists and activists. The identification of, and proper response to, SLAPP litigation is an emerging area. In this context action from the Council of Europe is welcome and timely.
